I don’t know how Geocities is, but Freewebs is good. It’s free and really good. Also there’s Piczo, but that’s rather unprofessional and stupid.

If you want a WYSIWYG (What you see is what you get), then geocities is the place to go. If you know, or can learn, html, then I would suggest angelfire.com It was the place I used when I first started with html, and if you want to get into web design you will eventually have to learn it anyways.
