Is it possible to make a website without being hosted on a web hosting site. Can I make a web page using only a computer and the internet ?
I seen webpages where they use there
IP adress as URL.

For others to host the page have someone to have to host the page have to have to see.

You would need to install the web server software on your machine, pay extra for a fixed IP address (may also need to upgrade to a business broadband account), set a fixed private IP address on the pc and set port forwarding on the router for any services you want to offer. You need to register a domain name, configure it’s dns to point to your machine, and set up mx (mail server) records for your email.
